Emission Requirements for 2000 Model Year Saturn Vehicles
TO: All Saturn Retailers
This letter provides information on emission requirements applicable to 2000 model year Saturn vehicles.
New for the 2000 Model Year:
All new cars sold for registration in the northeast states of Connecticut, Delaware, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia, or the District of Columbia must meet California emission requirements (option code NG1).
Northeast Emission Requirements:
All new 2000 Saturn vehicles sold for registration in Connecticut, Delaware, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia, or the District of Columbia are required to meet California emission requirements. To meet these requirements, option code NG1 "NORTHEAST EMISSIONS" should be ordered for 2000 model year vehicles that will be registered in any of these northeast states. Note below under the "EPA Policy on the Sale of California Emission Vehicles" that retailers in border states (Kentucky, Maine, North Carolina, Ohio, Tennessee, and West Virginia) are permitted, but not required, to order and sell NG1 "NORTHEAST EMISSIONS."
California Emission Requirements:
All new 2000 Saturn vehicles sold for registration in California are required to meet California emission requirements. To meet these requirements, option code YF5 "CALIFORNIA EMISSIONS" should be ordered for 2000 model year vehicles that will be registered in California. Note below under the "EPA Policy on the Sale of California Emission Vehicles" that retailers in border states (Arizona, Nevada, and Oregon) are permitted, but not required, to order and sell YF5 "CALIFORNIA EMISSIONS."
Federal Emission Requirements:
All new 2000 Saturn vehicles sold for registration in all states except California and the northeast states of Connecticut, Delaware, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia, or the District of Columbia are required to meet Federal emission requirements (except as explained below under "EPA Policy on the Sale of California Emission Vehicles"). To meet these requirements, option code FE9 "FEDERAL EMISSIONS" should be ordered for 2000 model year vehicles that will be registered in all states except California, Connecticut, Delaware, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia, or the District of Columbia.
Emission Ordering Options:
The following emission options will be used for 2000 model year Saturn vehicles.
FE9 FEDERAL EMISSIONS. Use for ordering vehicles that will be registered in all states except California, Connecticut, Delaware, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia, or the District of Columbia.
YF5 CALIFORNIA EMISSIONS. Use for ordering vehicles that will be registered in California.
NG1 NORTHEAST EMISSIONS. Use for ordering vehicles that will be registered in Connecticut, Delaware, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia, or the District of Columbia.
Emission Bypass Ordering:
An emission override option will be required in cases where a retailer orders a 2000 emissions configuration that may not be legal for vehicle registration in the state in which the retailer is located. The retailer is responsible for verifying that the purchaser intends to register the vehicle in a state that permits the emissions configuration ordered by the retailer.
NB8 Required when FE9 "FEDERAL EMISSIONS" is ordered by a retailer located in California or the northeast states of Connecticut, Delaware, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia, or the District of Columbia for a purchaser who will be registering the vehicle outside California or outside these northeast states.
NC7 Required when YF5 "CALIFORNIA EMISSIONS" or NG1 "NORTHEAST EMISSIONS" is ordered by a retailer located in any state except California or the northeast states of Connecticut, Delaware, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia, or the District of Columbia for a purchaser who will be registering the vehicle in California or one of these northeast states.
50-State Emission Certification: The GM EV1 electric vehicle, marketed by Saturn, is certified to meet the emission requirements of all fifty states. The emission code for EV1 is NG5 and is systematically assigned.
EPA Policy on the Sale of California Emission Vehicles: The U.S. Environmental Protection Agency's (EPA) policy for the 2000 model year) as it applies to Saturn products, is as follows:
Allow retailers in California and its contiguous states (Arizona, Nevada and Oregon) to sell any vehicles that meet California emission requirements (e.g., option code YF5 "CALIFORNIA EMISSIONS") to any purchasers.
Allow retailers in the northeast emission requirement states of Connecticut, Delaware, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia, or the District of Columbia and their contiguous states (Kentucky, Maine, North Carolina, Ohio, Tennessee, and West Virginia) to sell any vehicles that meet California emission requirements (e.g., NG1 "NORTHEAST EMISSIONS") to any purchasers.
