Engine Speed Will Not Return to Idle

If the engine will not return to idle proceed by checking the following:
Throttle cable for binding.
Throttle plate for sticking open caused by excess carbon deposits in the throttle chamber or a deformed throttle plate.
Air-flow meter flap sticky or warped and not closing completely.
Air regulator not closing completely when warm causing a fast idle condition to prevail.
