Fuji Heavy Industries Ltd. (FHI) with the concurrence of Subaru of America, Inc. (SOA), has determined that a defect which relates to motor vehicle safety exists in approximately 37,000 1982 through 1984 Model Year Subaru passenger vehicles.
The affected vehicles include those 1982 through 1984 Model Year Subarus that are equipped with a factory installed Hitachi Cruise Control System and are either Turbo-charged models or non-Turbo-charged models equipped with a Hitachi carburetor.
The defect involves the operation of the Hitachi Cruise Control System accelerator cable. The cable may fray due to its mounting position and/or routing in the engine compartment. If fraying of the cable should occur, then it may cause the accelerator throttle to stick. In an extreme case the cable may separate.
Therefore, it is necessary to recall these 1982 through 1984 Model Year Subaru vehicles to inspect and repair (if necessary) the accelerator cable of the Hitachi Cruise Control System as detailed in the Recall Repair Procedure HCC-33.
SOA will prepare and mail an Owner Notification Letter and a two-part Recall Certification/Repair Order Form to the owners of all potentially affected vehicles. The owner notification mailing is scheduled for December 1984. A copy of the Owner Notification Letter is attached. The two-part form contains the following information:

1. CREDIT FOR CAMPAIGN
Credit for the performance of the inspection and bracket alignment or clamp installation for non-Turbo or Turbo vehicles respectively, will be provided from the Recall Certification/Repair Order Form. Credit for accelerator cable replacements on either non-Turbo or Turbo vehicles will be made from an MSA-400, Dealer Claim for Credit accompanied by the Recall Certification/Repair Order Form. Therefore, it is very important that all of the information on the form be complete and correct.
All claims for reimbursement should follow the procedures outlined below:
A. You must complete the two-part Recall Certification/Repair Order Form and remove and retain the first copy for your records.
You will be reimbursed upon submission of the remaining copy of the Recall Certification/Repair Order Form to your Distributor in an envelope with postage prepaid as follows:
1. Non-Turbo vehicles - equal to 0.2 hours labor multiplied by your current hourly warranty labor rate. This covers inspection of the cable, bracket and adjustment of bracket.
2. Turbo vehicles - equal to 0.3 hours multiplied by your current hourly warranty labor rate. This covers the inspection of the cable and the installation of two (2) clamps (SPS 053160).
B. If additional repairs such as accelerator cable replacement are required, then you must complete an MSA-400, Dealer Claim for Credit and forward it with the Recall Certification/Repair Order Form to your Distributor in an envelope with postage prepaid. Acceptable claims and credit allowances are as follows (see illustration).

All replaced accelerator cables must be field scrapped by a Distributor Representative.

In addition, you will be supplied at no charge, three (3) special gauge tools (P/N SPS 065300) for use on non-Turbo vehicles. The use of these tools is explained in the Recall Repair Procedure - HCC-33.
5. CAMPAIGN INSTRUCTIONS
The owner is instructed in the notification letter to schedule an appointment to have the inspection/repair performed. At the appointed time, the owner is instructed to present his vehicle and the two-part Recall Certification/Repair Order Form to his Subaru Dealer for repairs if the "owner of record" is still in possesion of the subject vehicle. If the "owner of record" is not in possession of the subject vehicle, he is asked to complete the change of ownership prepaid postcard and return it to SOA.
If an owner loses his Recall Certification/Repair Order Form, he should contact our Customer Relations Department to obtain a replacement form.
When you are presented a Recall Certification/Repair Order Form by a Subaru owner, follow the instructions in Recall Repair Procedure HCC-33. Potentially affected vehicles in your inventory should be inspected/repaired prior to retall sale.
Included are the following:
1. One copy of a computer printout listing affected vehicles sold by you
2. One copy of the Owner Notification Letter
3. One copy of the two-part Recall Certification/Repair Order Form
4. Two copies of Recall Repair Procedure HCC-33
We recommend that you establish a service file on this recall and keep all documents relating to this recall in that file. Furthermore, we suggest that you discuss this recall with members of your staff so they will be knowledgeable in the proper handling procedures. This will ensure that this recall runs smoothly.
