Federal Motor Vehicle Theft Prevention Standard: Overview

SUBJECT:
THE FEDERAL MOTOR VEHICLE THEFT PREVENTION STANDARD

1. THE MOTOR VEHICLE THEFT LAW ENFORCEMENT ACT OF 1984

This law is designed to reduce the number of thefts and decrease the sale of stolen motor vehicle parts.

2. THE FEDERAL MOTOR VEHICLE THEFT PREVENTION STANDARD

The standard requires major original equipment motor vehicle parts be identified with the vehicle identification number (VIN) and replacement parts must have an identification marking. The standard is directed at potentially high theft vehicles and replacement parts for those vehicles.

3. VEHICLES AFFECTED

All 1992 model year and later Subaru SVX models starting with VIN NH100001 (see
Service Bulletin 01-129-91 for applicable information on the SVX models) and 1995 model year Legacy models, as detailed in this Service Bulletin.

5. ORIGINAL EQUIPMENT PARTS LABEL





All applicable parts on each applicable vehicle will be marked in production with the full seventeen character VIN label shown in Figure 1.

NOTE
ENGINE AND TRANSMISSION ASSEMBLIES WILL HAVE THE VIN STAMPED ON THE CASTING.

6. REPLACEMENT PARTS LABEL

All applicable replacement parts will have either replacement parts labels or casting stampings for engine and transmission assemblies. See Figure 2A.





The labels will have a peel-off cover to protect the label during painting, undercoating, etc. See Figure 2B.

NOTE
THE PEEL-OFF COVER MUST BE REMOVED AFTER PART PREPARATION, PAINTING, UNDERCOATING, ETC.

7. VEHICLE PREPARATION AND REPAIR

CAUTION
WHEN PREPARING A VEHICLE FOR SALE ALL IDENTIFYING LABELS MUST NOT BE REMOVED, DAMAGED OR COVERED OVER BY PAINT, UNDERCOATING, ETC.

Any applicable vehicle damaged before the sale to the first customer must be repaired so the identifying labels, either original or replacement (if an applicable replacement part is used). are present and legible.

^ During accessory installation, the labels must not be damaged or removed.

^ When the vehicles are being undercoated, the original equipment parts label must be masked to prevent covering over. when the undercoating is finished the mask must be removed.

^ The labels cannot be damaged or removed during transit.

^ All applicable parts labels should be examined during pre-delivery inspection (PDI) to make sure the labels are present and legible.

After the sale of the vehicle, parts covered by this standard can be repaired or replaced by the dealer or repair facility; however, any affixed label must remain visible after a repair or replacement.

8. EXCHANGE OF PARTS FROM NEW VEHICLES

Applicable parts marked in accordance with "The Motor Vehicle Theft Law Enforcement Act" must not be interchanged between vehicles since the vehicles will have the incorrect VIN on the interchanged part. If it is necessary to exchange an applicable part, a new part (which has the replacement part label) must be used.
