STATE I/M PROGRAM ADVISORY BULLETINNUMBER: 11-54-99
DATE: 03-01-99
APPLICABILITY:
All 1996-1999 MY Subaru Vehicles
SUBJECT:
On-Board Diagnostic System Diagnostic Link Connector (DLC) Location
THIS BULLETIN IS FOR INFORMATION ONLY.
Recently, the U.S. Environmental Protection Agency (EPA) issued a regulation that requires the addition of On-Board Diagnostic (OBD) system checks in Basic and Enhanced State Inspection/Maintenance programs beginning in January 2001. Some states have voluntarily elected to conduct the OBD system checks prior to this date. From these programs, the U.S. EPA has learned that some manufacturers have misunderstood the OBD DLC location guidelines established by SAE. The OBD DLC location on all 1996-1999 model Subaru vehicles is in compliance with established regulations.
This bulletin serves to provide a quick reference chart for DLC location by model year. The certified engine families listed on the chart is found on the underhood Vehicle Emission Control Information (VECD label. Also specified on the chart is a mapping grid number, which corresponds to the EPA Diagnostic Link Connector Mapping Diagram, which is also included in this bulletin.
For pictorial OBD DLC locations, please consult the applicable 1996 through 1999 model year Technical Service Manual.
Supplemental bulletins will provide the DLC location on 2000 and newer model year vehicles as needed.
