SUBJECT:
Vehicle Emission Control Information (VECI) Label
INTRODUCTION
Subaru of America, Inc. (SOA) has determined that the affected vehicles listed below have been manufactured with an incorrect under hood Vehicle Emission Control Information (VECI) Label.
This recall campaign will involve placing a correction label over the existing label.
Owners of affected vehicles will be sent a replacement VECI label and asked to install the new label themselves or, if they prefer, take the vehicle and label to a dealer for installation. Label instructions will be included in the owner letter.
AFFECTED VEHICLES
^ 2004-2005 Subaru BAJA 2.5L Turbo
Affected vehicles are identified in the VIN range chart. Prior to performing repairs, confirm coverage for potentially affected vehicles by using the Vehicle Coverage Inquiry in the Dealer Communication System (DCS). Campaign status will be determined as follows:
^ New "unsold" vehicles in dealer inventory will have a campaign status of "open" until the repair is completed and a claim is submitted.
^ Campaign status will automatically be updated to "completed" when a vehicle owner is sent the notification letter with a replacement label.
In the event a vehicle owner requests the dealer to install the label, and the campaign already appears "completed" in DCS, it will be necessary for the dealer to contact the Subaru Customer Dealer Services Department to have the campaign status changed to "open". This will enable the dealer to enter a claim for reimbursement.
Vehicles identified in the preceding chart may include VINs that were not distributed in the US market.
OWNER NOTIFICATION
SOA will prepare and mail an Owner Notification Letter to owners of affected vehicles on or around July 16, 2004. A new VECI label will be enclosed with the letter along with installation instructions.
Owners will be asked to install the label themselves. For owners choosing not to install the label, they will be instructed to schedule an appointment and take the label to their dealer for installation.
A copy of the Owner Notification Letter is included at the end of this bulletin.
DEALER PROGRAM RESPONSIBILITY
Dealers are to promptly service all vehicles subject to this recall at no charge to the vehicle owner regardless of mileage, age of the vehicle, or ownership.
For affected vehicles sold after the date on the dealer's computer list, dealers are to contact those owners and provide them with a copy of the owner notification letter and label. They should also arrange to make the required correction according to the instructions in the service procedure section of this bulletin.
VEHICLES IN DEALER INVENTORY
Dealers are also to promptly perform the applicable service procedures defined in this bulletin to correct all affected vehicles in their inventory (new, used, demo) Additionally, whenever a vehicle subject to this recall is taken into dealer new or used inventory, or is in the dealership for service, necessary steps should be taken to ensure the recall correction has been made before selling or releasing the vehicle.
New or used vehicles listed in a recall/campaign that are in dealer stock must be:
^ Immediately identified.
^ Tagged or otherwise marked to prevent their delivery or use prior to inspection and/or repair.
^ Repaired in accordance with the repair procedures outlined in this Product Campaign Bulletin.
PARTS INFORMATION
Prior to the release of this program, affected dealers will automatically be shipped a quantity of replacement labels equivalent to 100% of their new unsold vehicle inventory. Additional labels will be available through Customer Dealer Services (CDS). In order to maintain an adequate supply, SOA requests that Dealers only request any additional labels necessary to correct vehicles in inventory.
NEW LABEL EXAMPLES
SERVICE PROCEDURE
Caution:
The engine compartment may be extremely hot. Always allow sufficient time to cool before performing any work under the hood.
1) Raise and support the hood using the hood stay.
2) Locate the existing under hood Vehicle Emission Control Information (VECI) label.
3) Use a mild cleaner such as glass cleaner and a clean rag to remove any moisture, dirt and oil from the existing label. It is important the surface be free of dirt and oil to ensure proper adhesion of the new label. Note: Care should be taken not to use harsh chemicals that may damage the existing label.
4) Remove the protective backing of the replacement label and affix it directly over the existing label. Note: The adhesive on the label is permanent. Extra care should be taken when applying the new label since it can not be moved once attached.
RECALL CAMPAIGN IDENTIFICATION LABEL
Type or print the necessary information on a Recall Campaign identification label. The completed label should be attached to the vehicle's upper radiator support.
CLAIM REIMBURSEMENT AND ENTRY PROCEDURES
Credit to perform this Recall will be based on the submission of properly completed repair order information. Dealers may enter the applicable claim information through their Dealer Communications System.
Note:
In the event the dealer installed the label and the campaign already appears "completed" in DCS, it will be necessary to contact CDS to have the campaign status changed to "open". This will enable the dealer to enter a claim for reimbursement.
Install replacement Vehicle Emission Control Information (VECI) Label - enter labor operation 191-641 for 0.2 labor hours.
Labels are sent to customers and dealers at "no charge".
