No/Hard Starting - When Engine Cold

SUBJECT: NO OR HARD START/ENGINE FLOODED WHEN COLD
MODEL: SOHC
YEAR: 1989 AND 1990
CONDITION No or hard start/engine flooded when the ambient temperature is approximately 32~F. This condition is experienced especially in the high altitude areas.
REPAIR
Install the countermeasure Cold Start Harness Set (P/N 36690-60A00). On the back of this page are the installation instructions for this vehicle. To prevent any damage to the ECM be sure to follow these instructions!
1. Be sure the ignition switch is in the "off" position.
2. Remove the two (2) mounting screws from junction/fuse block. Pull it down to gain access to the ECM connectors.
3. Disconnect the ECM connectors and pull the harness down for service.
4. Remove the tape from the harness to expose the ECM's connector wires, as shown in the illustration.
5. Using pliers, install the wire splice clips onto the specified wires.
CAUTION! A wrong connection may cause damage to the ECM.
Therefore, observe the correct wire color for each connection!
6. Reconnect the ECM connectors.
7. As illustrated tape the cold start harness set together, to prevent interference with the clutch pedal operation (if applicable).
8. While reinstalling the junction/fuse block, use one of the mount ing screws to anchor the cold start set and its black ground wire.
9. Confirm that the condition is resolved.
