Install Coolant Bypass Valve and Shield

Dear Volkswagen Dealer:

This is to inform you of the initiation of a voluntary recall campaign for 1987 through 1993 model Volkswagen Fox vehicles. The recall involves the installation of a coolant bypass valve and a protective shield.

Defect
Description

It is possible that in the event a cooling system component fails and the vehicle is continuously operated under that condition, the coolant could overheat which could result in a leaking heat exchanger.

Please note that the above VINs represent the lowest and highest serial number range of affected vehicles. Use of the V-Crest campaign inquiry system will allow you to determine whether or not a particular vehicle requires the corrective work.

Remedial Action

Each affected vehicle requires the installation of a bypass valve kit and a protective shield.

Owner Notification Mailings

Volkswagen has mailed first class notification letters to all known owners of affected vehicles, beginning on or about August 31,1995. A copy of the owner letter is included in this circular.

Vehicle Allocation

By separate mail we have furnished you a computer list containing information for vehicles and owners located within your area of responsibility.

IMPORTANT NOTE: The listing included owner names and addresses obtained from state motor vehicle registrations. Under the law of some states, including regulations set forth by the California Department of Motor Vehicles, vehicle registration information may only be used for recall purposes. Use for other reasons may constitute a violation of state law.

Limitations on Sale or Lease of Certain Vehicles

Section 154(d) of the National Traffic and Motor Vehicle Safety Act of 1966 mandates that dealers correct, prior to delivery for sale or lease, any vehicle which fails to comply with an applicable Federal Motor Vehicle Safety Standard or which contains a defect relating to motor vehicle safety. It is, therefore, imperative that any vehicle in your used car inventory and affected by this recall is corrected prior to sale.

Work Procedure

All affected vehicles are to be repaired in accordance with the details outlined in the enclosed Work Procedure. Please ensure that technicians follow the steps and sequences outlined in this procedure.

Special Tools

Special tools required for this action are as follows:

^ Hose measuring tool and routing guide - KLTD34O7 (previous tool)

^ Special "hot knife" - No Part Number(previous tool)

^ Reciprocating saw - CP-880 (added tool)

Dealers received one each of the above-mentioned special tools, free of charge, except the reciprocating saw, which is enclosed,free of charge.

Additional "hot knives" can only be ordered as a complete kit These kits can be obtained by calling Equipment Solutions at 1(800) 892-9650, using order number SUNYAKS1.

Beginning on or about August 28,1995, Volkswagen has supplied an initial supply of parts required for this recall to dealers based on vehicle allocation. The parts are as follows:





Please note that the glove box kit and the heat exchanger, including cap and sealer, may only be required in some instances. Therefore, a limited quantity was shipped to you and should only be reordered as needed.

Always ensure that parts are available upon scheduling customer appointments.

Please refrain from over-ordering any of the listed parts for your dealer parts inventory.


Replacement Time/ Reimbursement

To ensure proper payment, be sure to use the correct reimbursement code
applicable to the work performed. It is important to note that recall claims will only be paid for the actual work performed.

WITH THE AVAILABILITY OF THE RECIPROCATING SAW AND THE GLOVE BOX KIT THE TIME REQUIREMENTS WILL CHANGE, BEGINNING MARCH29; 1996 AS INDICATED IN THE DATA ENTRY PROCEDURE THEREFORE, PLEASE ENSURE THAT YOU ENTER THE CORRECT CODE INCORRECTLY ENTERED REIMBURSEMENT CODES, STARTING ON MARCH 29,1996, CANNOT BE CHANGED. THEREFORE, YOU MUST ENSURE THAT YOUR DEALER'S OUTSTANDING REIMBURSEMENT REQUESTS ARE ENTERED NOT LATER THAN MARCH 28,1996.

Additional Repairs

It may be necessary that a specific part needs to be replaced or that an aftermarket air conditioner component installation needs to be modified or relocated in order to comply with the recall work To account for the extra part(s) or time, prepare a warranty claim type FM using part identifier TD80 99 0001.

Coolant Disposal

The coolant drained during the repair work requires proper storage and disposal. To store/dispose the coolant waste material, follow your state and/or local storage and disposal requirements.

Parts Disposal/ Return

All removed parts, except heat exchangers, must be discarded immediately. Heat exchangers are to be properly tagged and shipped to:

Customer Reimbursement Requests

Should a customer inquire about possible reimbursement for out-of-pocket expenses incurred for a previous repair to the heat exchanger, please instruct the customer to make a copy of the repair order and mail the original together with a cover note to:

Additional Campaigns

Some of the vehicles may be involved in an additional campaign(s). If so, the respective campaign code has been printed on the recall authorization form, as well as on your vehicle allocation list. In the interest of minimizing customer inconvenience please ensure that any such additional campaign(s) is performed at the same time. For verification, always check your V-Crest recal system. The V-Crest is the only campaign verification system; other systems are not valid.

Dealer Obligation

To ensure customer satisfaction, as well as minimize inconvenience, dealers are urged to service each vehicle at the scheduled service appointment time and make sure that each vehicle is returned to the customer washed and cleaned inside. Do not let customers wait longer than necessary during service of the vehicle. Every effort should be made to reduce inconvenience to customers.

Dealers are to service each vehicle subject to this recall regardless of mileage, age of vehicle, or selling dealer, from this time forward.
