Instruments - Speedometer Reads Too Fast

2012684 Supersedes T.B. Group 90 number 06-01 dated Oct. 20, 2006 due to Jetta ending VIN range update.
Affected Vehicles
Condition
Speedometer, Indicated Speed is Greater than Actual Vehicle Speed
The customer indicates speed in the instrument cluster is greater than the actual speed.
NOTE:
This condition does NOT affect the performance of the odometer.
Technical Background
European tire calibration software causing speedometer to be greater than actual speed.
Production Solution
Changed tire factor value in Instrument Cluster (tire calibration).
Service
Update Instrument Cluster Coding as follows:
^ Install approved battery charger/maintainer to vehicle.
^ Switch ignition ON.
^ From the Start-Up screen, select "Vehicle Self-Diagnosis" and select "On Board Diagnostic (OBD)".
^ Select vehicle system "17-Dash panel insert", -arrow-.
^ Check dash panel insert module coding number, -arrow-.
Tip:
If dash panel insert is coded---3 or ---3:
^ Record the 4 or 5 digits of the module coding number.
^ Select diagnosis function "007 - Coding (Service 1A)" as shown.
^ Input the 4 or 5 recorded digits except change the last digit to a "7" with the key pad, -arrow-.
^ Select "Q" to confirm.
Dash panel will now be coded.
^ Make sure coding is successfully completed, -arrow-.
^ Select backward arrow on navigation bar to exit diagnosis.
^ Disconnect VAS tester from vehicle.
^ Switch ignition OFF and remove battery charger/maintainer from vehicle.
