Checking the constant idle stabilizer valve

CIS valves must be checked carefully to prevent unnecessary replacement. Use the following procedures to determine if a fault actually exists.

Check the following:
- throttle plate position and opening
- throttle switch adjustment
- temperature sensor operation

998-8190
999-9921 mono-tester

Connect test instrument 8190 and 9921

Turn ignition OFF. Remove right underdash panel and kick panel.

Release catch and fold down connector. Connect 8190 between control unit and connector using adapter 8191 as shown.

Warm-up engine to operating temperature (5 minutes after thermostat opens).

Adjust CO content

With selector of 8190 at position 3, adjust air mass meter until instrument needle begins to oscillate.

Check that "LL" lamp on 8190 is lit when throttle is in idling position

Lamp indicates that the throttle switch is correctly adjusted. Adjust if required.

Set 8190 selector to position 5

Meter should read approx. 3.6.

If reading is 0 or 5, check and correct fault as follows:
ground CIS valve test terminal. "VL" lamp should now light and reading should drop to approx. 3.2.

If reading does not decrease to approx. 3.2, replace CIS valve.

Turn idling screw clockwise until seated.

Engine speed should now fall to between 400- 500 rpm.

If speed does not fall, check for air leakage in the intake manifold, and adjust throttle housing.

Adjust throttle housing

Remove throttle housing. Loosen throttle switch. Back off lock nut and loosen throttle plate adjusting screw slightly.

Clean throttle housing and plate.

Check postion of throttle plate by viewing housing against light. Check that the plate is correctly centered with equal space between plate circumference and housing. Correct as required.

Adjust throttle plate adjusting screw.

Note: It is critical that the screw not be screwed inwards more than one-quarter turn; otherwise, correct idle speed can be difficult to set.

Adjust throttle switch.

Install throttle housing. Re-check that "LL" lamp on 8190 is lit when throttle is in idling position. Adjust throttle switch if necessary.

Start engine.

Adjust idling speed

Note: A/C must be turned OFF.

Use idling screw to adjust speed to:
11.7 r/s (700 rpm)

Disconnect air valve ground connection. Speed should now increase sharply before dropping back to 12.5 r/s (750 rpm).

8190 meter should indicate approx. 3.6 if throttle housing, CO, and idle speed are set correctly.

With 8190 selector in position 5, rev engine and check that meter reads almost 5.
During the New Car Warranty period, claims must be submitted under:

Operation Number Labor Description Time Allowance

230 035 CIS, diagnosis 0.1 hr.

230 126 CO, check/adjust 0.7

230 033 CIS valve, replace (only if defective) 0.5

230 123 Throttle housing, remove/clean/adjust
Idle speed, adjust 0.3

238 126 Throttle switch/stop, adjust VSTG

NOTE: Throttle switch adjustment on vehicles up to and including 1989 M/Y is covered under warranty for 6 months/unlimited mileage. From 1990 M/Y on, vehicles certified for sale and registered in California are covered by the California Emissions Warranty for 3 years/50,000 miles.
