1. BACKGROUND

Enhanced Inspection/Maintenance (I/M) programs have been implemented in most major US metropolitan areas. This information is provided to you because several I/M programs will perform OBD inspections. Most I/M programs were expected to implement OBD inspections on or about January 2002.

OBD inspections include checking the malfunction indicator lamp (MIL) /Check Engine lamp, and performing scans for diagnostic trouble codes (DTCs) and OBD II Readiness Codes.

This bulletin addresses characteristics of the 1996-98 Volvo model 850/S /V/C 70 and 1996-1998 Volvo model 960/S/V 90. For these vehicles, INCOMPLETE Readiness Codes will not inhibit the OBD II system from monitoring, detecting, and subsequently storing a corresponding DTC in system memory. It can be expected that one of these vehicles exhibiting INCOMPLETE Readiness Codes, but presenting no DTCs, will meet I/M emissions standards.

Some of these characteristics resulting in INCOMPLETE readiness are completely normal. The Engine Management System is designed to drop the Readiness Codes if the battery is disconnected or DTCs are erased. In these cases it can also be expected that one of these vehicles exhibiting INCOMPLETE Readiness Codes, but presenting no DTCs, will meet I/M emissions standards.

2. CUSTOMER INTERVIEW AFTER I/M OBD II TEST REJECTION

It is important to clearly understand the exact nature of the rejection via an effective interview between the service writer and the customer.

Customer arrives to retailer with State I/M OBD II test rejection. Please use the following series of questions to best decide how to address test rejection:

A) Is the Check Engine lamp (MIL) illuminated, or other emission related component fault present? If not, go to B)

^ If car is within its 8-year / 80,000-mile emission warranty, explain to the customer that the car will have to be diagnosed and repaired, possibly under the emission warranty.

^ If car is outside of its 8-year / 80,000-mile emission warranty, explain to the customer that the car will need to be diagnosed and repaired at their cost.

B) Check Engine lamp (MIL) not on.

^ Has the car been recently serviced, battery died or replaced? If so, there is probably nothing wrong with the car, only that the OBD memory was lost. Please continue to drive as you normally would for several weeks and go for a retest.

^ If no service or maintenance was recently performed and the "Check Engine" (MIL) lamp was not illuminated, the car will have to be checked further at the retailer. Go to Retailer Actions.

3. RETAILER ACTIONS

A) The car must be checked for presence of any DTCs. If any faults are found, they may be covered by the 8-year/ 80,000-mile emissions warranty if applicable. If no faults are found, go to step B).

B) Condition: I/M OBD II test rejection due to lack of readiness codes, no faults found.

^ Is vehicle a MY 1996-1998 Volvo vehicle? If so, conduct a TRIP as described in step 5. This can be claimed under the 8-year / 80,000-mile emissions warranty if applicable. If a car is outside its emissions warranty and a customer concern arises because of this issue, please contact your After sales Market Manager.





NOTE:
The OBD II feedback form shown must be completed and faxed to 1-201-784-4552 order to be considered for reimbursement under the 8-year/ 80,000-mile emission warranty or goodwill as applicable.

4. READINESS CODE RESET WITH KEY-OFF / KEY-ON CYCLE BOSCH MOTRONIC 4.3 ENGINE MANAGEMENT SYSTEM MY 1996 VOLVO 850 EMISSION CODES 0, 1, 2, AND 5 (POSITION 8 IN VIN)

When interrogated using a generic OBD II scan tool, the MY 1996 Volvo 850, equipped with Bosch Motronic 4.3 Engine Management System, may experience all of the Readiness Codes changing from COMPLETE to INCOMPLETE when the ignition key is cycled.

Customer complaints regarding the MIL/Check Engine lamp and diagnostic trouble codes should continue to be addressed using established procedures. Customer complaints regarding Readiness Codes ONLY, for these 1996 850s ONLY, should be addressed as follows:

^ Explain to the customer that this behavior applies to all 1996 850s and cannot be corrected. But this behavior will not inhibit the OBD II system from monitoring, detecting, and subsequently storing a corresponding diagnostic trouble code in system memory and, if appropriate, the MIL/Check Engine lamp will illuminate to alert the customer to any need for a service check.

^ Carry out a TRIP in accordance with step 5.

^ Suggest to the customer that they do NOT turn the engine off until after the Enhanced Inspection/Maintenance OBD II check has been completed.

5. READINESS CODE RESET WITH MODIFIED TRIP

MY 1996 VOLVO 850 EMISSIONS CODE 4 (POSITION 8 IN THE VIN NUMBER)

MY 1997 AND 1998 VOLVO 850/S/V/C 70

MY 1996-98 VOLVO 960/S/V 90

Customer complaints regarding the MIL/Check Engine lamp and DTCs should continue to be addressed using established procedures. Customer complaints regarding Readiness Codes ONLY, for the MY 1996-1998 Volvo vehicles, should be addressed as follows:

^ Explain to the customer that this behavior applies to all 1996-1998 Volvo vehicles, and cannot be corrected. However, this behavior will not inhibit the OBD II system from monitoring, detecting, and subsequently storing a corresponding diagnostic trouble code in system memory and, if appropriate, the MIL/Check Engine lamp will illuminate to alert the customer to any need for a service check.

MY 1996-98 Volvo 850/S/V/C70

These vehicles require an extended driving period in order to set the readiness codes.

When verifying an emission-related repair, the TRIP shown in Section KKKK of Engine Management System Service Manual TP 2308202 may not allow all of the diagnostic monitors to run.

Service Bulletin 2-23-0059 presents a modified TRIP that has been developed to exercise all of the diagnostic monitors on these models. The Readiness Codes will be set after completion of two consecutive trips driven according to the Service Bulletin, which supersedes TP 2308202 TRIP instructions for the MY 1996-97 Volvo 850 and 1998 Volvo S/V/C 70 ONLY.

MY 1996-98 Volvo 960/S/V 90

These vehicles also require an extended driving period in order to set the readiness codes.

When verifying an emission-related repair, the TRIP shown in Section VVV of Engine Management System Service Manual TP 2321201 may not allow all of the diagnostic monitors to run.

Service Bulletin 2-23-0056 presents a modified TRIP that has been developed to exercise all of the diagnostic monitors on these models. The Readiness Codes will be set after completion of two consecutive trips driven according to the Service Bulletin, which supersedes TP 2321201 TRIP instructions for the MY 1996-1998 model 960/S/V 90 ONLY.

Again: Please note that although the readiness codes may present as INCOMPLETE, this condition will not inhibit the OBD II system from monitoring, detecting, and subsequently storing a corresponding DTC in system memory.
