Condition
- No diagnostic trouble codes are stored
- Fault is permanent.

Possible source
- Motor signal wire has open circuit or short circuit to ground
- Control signal wire has open circuit or short circuit to voltage supply/ground
- Diagnostic signal wire has open circuit or short circuit to voltage supply/ground
- Motor ground wire has open circuit or short circuit to voltage supply
- Defective fan motor or power unit
- Fan motor blocked
- Contact resistance, oxidation or loose contact in connector.
