Stalls Hard/No Start After Incomplete Warm-up And Short Engine "OFF" Soak At Low Ambient Temperature

1982 Continental With 5.0L Engine and 7200 VV Carburetor
Calibration Affected: 2-2OR Vehicles Between Job 1 And April 1, 1982.
To alleviate the problem, install a new cold enrichment rod (C.E.R.) pulldown motor and a vacuum trap.
1. Remove the "E" clip from the choke hinge pin. Slide pin out.
NOTE:
Be careful not to drop the "E" clip into the hole below the hinge pin. Cover the hole with cloth.
2. Disengage the C.E.R. from the lever fork by raising the C.E.R. and remove the rod.
3. Install a new C.E.R. as indicated below. (Be sure there is no bind in the up/down travel of the new C.E.R. ( Part No. E25E-9A993-A, Ref. TSB 82-2-26).
4. Engage the C.E.R. in the lever fork and lower into position. Install the hinge pin and "E" clip. Remove cloth covering the opening.
5. Remove the choke diaphragm cover and replace with new cover E2PY-9B580-A using the following procedure.
^ Remove the two Phillips head screws holding the cover on.
^ Remove the cover - do not disturb the diaphragm adjustment.
^ Remove the spring from the cover and save.
^ Using a depth gauge measure and record the distance from the face of the cover to the tip of the adjusting screw
^ Take the new cover E2PY-9B580-A and back the adjusting screw out and place a drop of screw retaining Loctite on the threads.
^ Using the measurement from the removed cover, adjust the new cover screw to the setting.
^ Install a lead ball (387155-S) into the cover adjusting screw hole.
^ Place the removed choke diaphragm spring into the cover.
^ Install the cover and spring assembly into the carburetor being careful to align the diaphragm to cover.
^ Install the choke diaphragm cover retaining screws.
6. Locate and remove pipe plug from left rear side of intake manifold and install in its place a 3 port P.V.S. valve (Part No. E1AZ-8A564-D). Torque valve to 15-18 ft.lbs.
7. Locate the intake manifold vacuum fitting mounted rearward and left of the E.G.R valve. Measure hose 1.0" from right side of fitting and cut.

8. Install a 3-way tee (Part No. 373846-S) between the hose cut in Step #7. Be sure to leave the center port of the 3-way tee open (Figure 1).
9. Obtain a 10.0" x 5/32 hose (Part No. D0PZ- 1 2226-A). Connect one end to the center of the 3-way tee (Step #8) and connect the other end to the top part of the 3 port P.V.S. (E1AZ-8A564-D) installed in (Step #6) (Figure 1).
10. Obtain a 10.0" x 5/32 hose. Connect one end to the vacuum port of the carburetor choke control diaphragm assembly and connect the other end of the hose to the middle port of the 3 port P.V.S. (E1AZ-8A564-D), installed in Step #6.
11. Observe 90 ° connector that is installed in same hose that was cut in Step #7. Locate hose connecting 90 ° connector and air cleaner bimetal sensor. Measure 1.5" from 90 ° connector and cut. Install a 3-way tee (Part No. 373846-S) between the cut hose. Be sure to leave the center port of the 3-way tee open (Figure 1).
12. Obtain a 6.0" x 5/32 hose. Connect one end to the center port of the 3-way tee (Step #11) and install the other end to the black side of a vacuum check valve. (Part No. D9AZ-12A197-A).
13. Obtain 3-way tee (Part No. 373846-S) and two pieces of 2.0" x 5/32 hose. Connect one piece of hose to each end port of the 3-way tee.
14. Install one end of the 3-way tee to the opposite end of the vacuum check valve installed in Step #1 2 and install the other end of the 3-way tee to the A/C (white) side of vacuum retard delay valve (Part No. D8AZ-9E897-B).
15. Obtain a 2.0" x 5/32 hose and connect one end to the (red) side of the vacuum retard delay Step #14 and connect the other end to the port of the vacuum reservoir (Part No. D6TZ-9E453-A). Use a rubber cap to plug other end of reservoir (380614-S).
16. Obtain a 10.0" x 5/32 hose and connect one end to the center port of the 3-way tee installed in Step #14 and connect the other end to the bottom of 3 port P.V.S. valve installed in Step #6 (Figure 1).
17. Locate the cannister purge solenoid and follow the rubber line down to the junction with the carburetor bowl vent line. Remove the tee and install yellow tee (Part No. D9OZ-9E645-A).
18. Check all vacuum hose connections and routings to ensure there are no potential vacuum leaks or obstructions.
19. Check/adjust carb idle speed, if necessary.
20. Obtain an Authorized Modifications decal and list the date, dealer P & A number and alterations performed as shown below. Select a prominent place adjacent to the Vehicle Emission Control Information decal suitable for installing the Authorized Modifications decal. Clean the area, install the decal and cover it with a clear plastic decal shield.
